Supporting Young Athletes
The aim of the grant is to support and acknowledge the best 14–23-year-old
young athletes, whose place of residence, according to the Estonian Population Register, is Tallinn, and their coaches.
Whether or not an athlete gets the grant depends on the amount of people participating in their sport or category and what place the athlete applying for the grant achieved. The Commission also considers the popularity of the sport both internationally and in Estonia, the number of countries participating in the competition,
whether or not the sport is included in the Olympic programme and/or Tallinn's list of priority sports.
In awarding the grant, the Commission will consider the results achieved in the calendar year preceding the submission of
the application.
International title competitions for the purposes of these criteria are the Youth Olympic Games,
U-20 World Championships, U-20 European Championships, Junior World Cup and European Grand Prix finals (end results), the Youth Olympic Festival and the World University Games.
Applications for the grants can be submitted to the department until 15 January.

Receiving the Best Young Athlete grant will depend on:
- the amount of people participating in the sport or category and what place the athlete applying for the grant achieved;
- the popularity of the sport, both internationally and in Estonia;
- the number of countries participating in the title competitions;
- whether or not the sport is included in the Olympic programme and/or in Tallinn's list of priority sports;
- the sports team becoming Estonian champions in the strongest division of the highest junior age group.
Additional conditions:
- stage one. The young athlete participates in a sport included in the Olympic Games and/or Tallinn's list of priority sports and has placed in the top three
in the Youth Olympic Games, U-20 World Championship, U-20 European Championship, European grand Prix or World Cup final (end results). The grant will be up to €1500 per young athlete and/or pair;
- stage two. The young athlete is involved in another sport receiving youth sports support from the City of Tallinn and has placed in the top three in a U-20 World Championship, U-20 European Championship and/or European Grand Prix final (end results). The grant will be up to €1000 per young athlete and/or pair;
- stage three. The young athlete has placed 4th–12th at the Youth Olympic Festival, U-20 World Championship or U-20 European Championship. The young athlete has placed 1st–3rd at a stage of the World Cup and/or European Grand Prix or at the World University Games. The grant will be up to €500 per young athlete and/or pair;
- stage four. The sports team has become Estonian champions in the highest junior age group. Up to three sports teams will be supported, with a maximum grant of €3000.
Exceptions to the Best Young Athlete grant
As an exception, the Commission may award a grant to an athlete who does not meet the previously mentioned criteria, but who has achieved some other good sporting result, placed a record, taken the lead in international rankings, performed well in a tournament and/or become Estonian champion, etc.
The activity support grant for young high-achieving athletes may be used for covering competition preparation costs, entry fees, accommodation, transport and catering costs and medical expenses, and purchasing sports equipment and supplies.
