Winter maintenance of Tallinn’s streets

The task of maintaining the main roads and associated structures in Tallinn is handled by contractors of the Tallinn Urban Environment and Public Works Department. Main roads include those covered by public transport and infrastructure such as intersections, pedestrian crossings, safety islands, public transport waiting areas, bridges, viaducts, and tunnels. Contractors are also responsible for the sidewalks, pedestrian, and bicycle paths, parks, and green areas adjacent to these main roads.

This winter, the City of Tallinn will expand its snow removal efforts on sidewalks in the Kesklinn and Põhja-Tallinn districts, while the usual level of snow clearance will continue in other districts.

The main roads and large structures are maintained by contractors of the Urban Environment and Public Works Department, while local district contractors are responsible for intra-block streets and smaller roads. The city also carries out snow removal on sidewalks located along high-traffic main roads where pedestrian safety is paramount.

Roads may be slippery, and clearing pedestrian and bicycle paths of ice and snow takes time. Before crossing streets, it is essential to ensure vehicles have enough time to stop, as icy conditions increase stopping distances.

 

For property owners

Property owners in Tallinn have an important role in maintaining the sidewalks adjacent to their property to ensure they are safe for pedestrians.
Here are some key requirements and recommendations to help fulfill these obligations:

  • Property owners are responsible for clearing sidewalks, including snow and ice removal, to ensure they are safe for walking.
  • Sidewalk maintenance must be completed by 07:00 am and may need to be repeated during the day depending on weather conditions.
  • De-icing materials must be between 2-6 mm in size. The use of ash or sand is prohibited.
  • The city provides free granite grit to apartment associations and private homeowners, with more information available from district offices.
  • Sidewalks must be kept in good condition to ensure sufficient traction and safety.
  • When snow is piled on the sidewalk, there must be at least 1.20 meters of clear walking space.
  • Snow and ice must not create dangerous uneven surfaces.
  • In the case of slush, action must be taken when the snow layer exceeds 3 cm, and for loose snow, 6 cm.

The Tallinn Municipal Police monitor public spaces, including areas adjacent to properties, to ensure proper winter maintenance.
